City Hunter Original Special
#2 Bay City Wars, #3 Plot of $1,000,000

These two City Hunter OAVs were released toward the end of 1990.  They 
are kind of different from the original movie special #1 "Magnum of 
Love's Destination".  While the movie offers a total package for City 
Hunter the subject, these two OAVs offer distinct characteristics.  "Bay 
City Wars" is kind of like a "Die Hard" spin off with non-stop actions 
and with mokkoris keep to a minimum, while in "Plot of $1,000,000" 
mokkoris are all over the place.  We also have the first true female 
villain for Ryo to handle in "Bay City Wars".  Amazingly none of the 
two guest female characters fall in love with Ryo. 

The followings are brief synopsis for both OAVs.

Bay City Wars

Kaori and Miki are at a reception for the grand opening of the new Tokyo 
Metropolitan Hotel.  The hotel is built on an island of the Bay City 
project and  is connected from the mainland through the Bay Bridge. It 
also contains an amusement park and an International Expo arena.   Kaori 
and Miki are wondering why both Umibozu and Ryo did not show up for the 
free food.  Miki is impressed by the hotel's super computer, which 
controls all the functions of the hotel and has access all around the 
globe.

Ryo is walking around and just about starves.  Ryo has forgotten the name 
and address of the hotel.  

Many commandos arrive in trucks and start to take over the hotel and the 
Bay Bridge, all these without the attentions of the people in the 
reception.

Ryo suddenly sees Umibozu trying to capture a beautiful woman.  Ryo of 
course messes up Umibozu's operation by trying to get a date with this 
woman.  The woman is able to get away in a Rolls with two other men.  
Umibozu and Ryo then start to give chase in the Mini.

Colonel Carter is able to identify Umibozu and Ryo from his lap top.  He 
informs General Geliya, the man in uniform, that the operation is on 
schedule and his forces will take care of the two people following them.  
The trucks on the bridge open up their cargo hold and anti-aircraft guns 
open fire on the Mini.  The Mini loses control and crashes into the 
ocean.

Ryo swims to the island shore and starts to continue his pursue of the 
mystery woman.  He also realizes Umibozu is still alive by the fighting 
around him.

Carter dispatches his top man sergeant Gomez to take care of Umibozu.

Kaori starts to store the food away under a table after people notice her 
eating habit.  The manager at the reception wonders about the fireworks 
in the amusement park, since none is scheduled.

Ryo finds out Umibozu is actually working on a job for Saeko from the 
radio transmission.  Saeko wonders how Ryo gets involved in the first 
place.  

Miki starts to realize something is wrong by all the "fireworks" in the 
amusement park.  The commandos then take over the reception hall and take 
all the guests hostages.  

Ryo figures out Umibozu works for Saeko because she has some holds on 
him.  Ryo gets the name of the woman out of Umibozu, then he starts a 
search for "Luna" on the island.

Gomez starts to take on Umibozu with his multi-grenade launcher.

The TV news is describing a Central America dictator General Geliya.  It 
seems that he had been missing for the last two weeks after the United 
States military forces' intervention in his country.  The U.S. government 
is charging General Geliya in absentia, with smuggling 50,000 tons of 
drugs into U.S. in a period of five years. 

Saeko realizes that the people at the reception had been taken hostages.  
The American rep. arrives on the scene.  Saeko tells him that this is 
Japan and he is not in charge.

Miki realizes Umibozu is on the island by the sounds of his S&W 44 
Magnum.  Carter takes both Miki and Kaori away after he figures out that 
they are Umibozu and City Hunter's partners from his lap top.

Ryo enters the reception hall of the hotel.  He easily defeats the guards 
there, and figures out this is the hotel where Kaori and Miki are.  He 
starts to replenish himself with Kaori's food.  Before he resumes his 
search he tells the guests to hide in some other place on the island to 
ride out the crisis.  

Umibozu defeats Gomez after a colossal battle.  Carter informs him from 
Gomez's radio that Miki is in the hotel room 35080 with a ten minutes 
time bomb.  Umibozu starts to run for the hotel.  Gomez struggles to get 
on his feet and follows Umibozu.

Luna Geliya is walking toward the super computer room while trying to 
figure out the password for the Pentagon computer network.  Ryo catches 
up with her.

The American sends in the Marines on his own initiative, and the 
helicopters are shot down by the AAA.  The American tells Saeko to try 
anything and the Pentagon will pay for it.  Saeko tells him to wait for 
further development.

Ryo learns from Luna that she is helping her father to wreak revenge on 
the Americans.  She is the computer operator who will change the 
pentagon's computer programming so the missiles will launch at U.S. 
instead.  He also learns from her the situation of Miki and leaves Luna 
for now.  Ryo manages to get inside the room from outside the building 
(a.k.a. Die Hard) and did not trigger the explosive.  Umibozu arrives 
later and they get away together.  Gomez arrives on the floor moments 
later and is consumed by the time bomb, together with the entire floor.

Saeko and the American are wondering what had happened across the bay.  
Saeko tells the American to trust in the gamble of an one in a ten 
thousand chances.

Ryo, Umibozu, and Miki find the elevator shaft to the basement where the 
super computer is located.  Umibozu and Miki hold off the rest of 
commandos while Ryo jumps down the elevator shaft, with his jacket acting 
as gloves, for a very speedy decent....

Luna has broken into the Pentagon computer network.  She is working on 
reassigning targets of the ICBMs to American ground.  Carter is just 
about to kill Kaori when Geliya kills him instead.  The commandos had 
planted bombs all around the hotel.  Instead of pulling off his commandos 
before he blows up the building, Geliya is going to kill off all of his 
people with the hostages together.  So there will appear to be no 
survivors.  This way he and Luna can get away clean.

Just before Luna is about to press the key for launch order, Ryo appears 
and tells her to stop.  Luna just doesn't believe Ryo will shoot at a 
woman.  Her finger is about to strike the key, and Ryo starts to cock his 
gun.  His eyes start to become translucent........

At this moment Umibozu fires a rocket which knocks out the super 
computer.  He yells at Ryo "How do you stop an electronic appliance?"  
The general activates the bombs in the hotel.  Ryo shoots him on the 
shoulder but is unable to stop it.  The general falls onto the super 
computer frame and is electrocuted.  Ryo takes Luna and runs out with 
Kaori, Umibozu, and Miki just before the whole hotel blows up in a 
spectacular explosion.

In the end Luna is arrested.  The rest of the commandos are either dead 
or captured.  The American rep. just about faints when Saeko tells him 
that America can pay for the repairs on the hotel.  Kaori asks Ryo if he 
could pull the trigger at Luna if Umibozu didn't show up on time, Ryo 
answers that he doesn't know.  Ryo asks Umibozu why he worked for Saeko 
on this case.  It turns out Umibozu was tricked by Saeko into handling 
this hot potato for her.  Ryo tries to tell Miki what had happened 
between Saeko and Umibozu, and Umibozu tells Ryo to shut up his way.


Plot of $1,000,000

Los Angeles

A beautiful blonde drives down Beverly Hill in her convertible.  She 
enters a mansion and receives an envelope from a middle age man.  The man 
tells her that "He is the target this time."  In the envelope there is 
the info and picture of one Ryo Saeba, a.k.a. City Hunter.  The blonde 
nodes her head and leaves.

Tokyo

Ryo and Kaori are at Shinjuku Square to pass out promo pamphlets.  The 
blonde walks up to them and asks for a job. She introduces herself as 
Emily Ohara.  She explains that she had kicked a Mafia boss's son in the 
place that matters, and she would like to avoid them until the sukebe son 
can convince his old man to lay off on her.  She promises a $1,000,000 
pay check (from selling the pleasure yacht she received from the sukebe 
son), and she has a $10,000 check for down payment.  Ryo still refuses 
the job unless Emily agrees to one mokkori.  Kaori, thinking of the 
$1,000,000 and after seeing Ryo's reaction to her own offering of 
mokkori, grants Ryo's wish.  At this time Ryo saves Emily from being shot 
by someone who drives away quickly.  Ryo tries to get some down payment 
of his ippatsu mokkori and it is hammer time from Kaori!  Emily starts to 
wonder if she found the right person.

After moving Emily into his apartment (with a guy in a Ferrari tailing) 
Ryo starts a series of mokkori attacks, but he is foiled by Kaori each 
time.  The last time Emily comes out with her Sentinel 44 Magnum.  Ryo 
makes the comment that Emily looks like someone who had received high 
degrees of training in shooting, which Emily denies.

Kaori goes out grocery shopping and leaves Ryo and Emily alone.  Ryo 
finds out Kaori doesn't mind at all because she had left one of her 
hammer with Emily.

Kaori goes to the supermarket to shop for dinner.  In there she meets 
Umibozu, who is buying grocery for a slightly fevered Miki.  Kaori tells 
him about their $1,000,000 job.  Umibozu comments that it is way over pay 
for bodyguard, and he heard a rumor that someone from LA is coming to 
kill Ryo.  Kaori starts to run back toward the apartment.

Emily is alone in her own room.  She takes out the picture of her big 
brother, and swears revenge for his death.

Emily shows up at the door of Ryo's room with her gun.  Ryo is sleeping 
with his back to her.  Emily can not believe that someone with Ryo's 
reputation can show no awareness of her present.  From the other side of 
the bed we can see Ryo is lying with his eyes wide open.....

Kaori runs all the way back screaming and breaks the spell.  Kaori is 
relieved that nothing had happened to Ryo, but then realizes she forgot 
to buy grocery for dinner.  They end up buying take out sushi.  Emily 
reveals that she learned to use chopsticks from frequenting the Japanese 
restaurant in Los Angeles.  Kaori decides to take Emily to Cat's Eye so 
Umibozu can take a look at her.

At Cat's Eye Umibozu tells Kaori he does not know what the killer looks 
like.  However, he comments that Emily's hands show the unusual wears and 
tears from practices in gun shooting.  He also says it is something Ryo 
should be able to pick up himself.  At this moment the Ferrari drives by 
the coffee house and the driver shoots out a glass window with a sling, 
then a remote control model helicopter flies into the coffee house.  The 
helicopter starts to fire on Ryo.  Emily tells Ryo not to shoot because 
it is armed with bomb.  Ryo crashes out to the street to stretch out the 
distance.  Emily starts to run out to follow Ryo, yelling "It's him!  
It's Douglas!". 

Douglas is in the Ferrari watching the actions through the helicopter's 
remote monitor.  He declares that he will replace Ryo as the number one 
killer in the under world.

In a park Ryo turns around and shoots up the helicopter, which promptly 
blows up.  Emily notices when Ryo is in actions, he is completely 
different from the sukebe he appears to be.  Douglas watched the whole 
thing and drives away.  Emily tries to shoot at Douglas from a distance 
but is stopped by Ryo.  Ryo tells her that he already knew that Emily is 
a CIA agent of the LA branch, and the mafia story and shooting happened 
in the first day is just a cover (arranged by CIA agents in Japan).  He 
had already figured out Emily's profession from the skin condition of her 
hands and the unusual selection of large caliber side arm she carries.  
Emily starts to tell her story.  It turns out that the target of CIA is 
Douglas, a killer who likes to use remote control models armed with 
bombs.  Since Douglas's target is Ryo this time Emily was ordered by her 
CIA LA director Dick to follow Ryo around for a chance at Douglas.  It 
turns out that one of Douglas's victim is Emily's big brother Daniel, a 
former CIA agent.  Ryo still accepts the job because since he is a target 
of a killer, he would rather receive the $1,000,000 on the side, but more 
important, the ippatsu mokkori.  

Douglas is in a remote location building more RC models for the actions 
ahead.

In the basement shooting range Ryo shows off his 6-bullets one-hole 
shooting skills.  Emily thinks she needs more practices.  Ryo tells her 
that the practice is useless for her as long as she shoots with hatred.  
Ryo tells Emily that the purpose of the gun is to protect, not to kill.  
He tells Emily she has to pull the trigger with her heart.

Dick, the CIA director of the LA branch,  arrives in Tokyo airport.

Ryo goes out and meets Saeko to get more info on this case.  It turns out 
Saeko is the one who provides him with the info on Emily before.  Saeko 
tells him that this is not an authorized CIA operation, and the CIA LA 
director Dick had just arrived in Tokyo.    

Dick calls up Emily from the airport and tells her the location of 
Douglas.

Emily goes out by herself to find Douglas, and she is followed by Kaori.  
They both are captured by Douglas with sleeping gas. 

Ryo comes back and could not find both Kaori and Emily.  Douglas calls 
and tells Ryo to come to the abandon Shinjuku race track at midnight.  
Ryo notices that none of Emily's underwears are in her suitcase.

At midnight Ryo shows up at the race track.  Douglas tells Ryo that both 
Kaori and Emily are at the tower by the other side of the building.  Ryo 
starts to run toward the tower 

Dick shows up in the tower, instead of releasing Emily and Kaori, he 
tells them he is there to kill them.  It turns out Dick is one of the 
second generation spy from the East.  Douglas is his killer.  He sent 
Douglas to kill Emily's brother because he figured out who he is.  

Ryo avoids Douglas's traps and RC bombs easily.  Douglas then sends 6 
remote control car bombs against Ryo.  After Ryo shoots up all 6 cars and 
exhausts his bullets Douglas then comes out against Ryo.  However, Ryo is 
able to reload and aims at the same time and beats Douglas to the draw.

Dick explains further that Douglas has become a liability to him, so he 
sent him to kill Ryo, figuring Ryo can kill Douglas very easily.  He 
promoted Emily within CIA to cover up his own tracks.  Now he wants to 
kill off all the people who know his true identity so he can get away.

Douglas is mad that Dick thought he could not beat Ryo.  He buys some 
times with Emily's underwears and starts to duel it out with Ryo.  Ryo 
dispatches him easily.

Dick is ready to kill Emily and Kaori, however, he is surprised by the 
explosion still going on in the building.  He wonders if he overestimates 
Ryo.

Ryo shows up while there is still explosion in the building.  He had set 
up some simple timing devices for the explosions, so Dick will think the 
fighting is still going on.  He reveals that Dick is really a double 
agent with no country to return to.  That is the real reason why he 
killed Emily's brother and why he wanted Douglas dead.  Dick runs outside 
and try to get away in a jet pack.  Emily jumps on him and forces the jet 
pack to crash landed.  Douglas, in rage, sends out one last RC airplane 
bomb against Dick.  Ryo punches out Douglas, but is unable to stop the 
airplane.  Emily starts to shoot at the airplane and misses all four 
shots she fired, then she hears Kaori yelling at her to concentrate and 
pull the trigger with her heart.  She starts to remember what her brother 
and Ryo had told her about shooting.  she concentrates and shoots out the 
airplane in the last moment.  Instead of shooting Dick with her last 
bullet, she arrests him as a double spy and murderer.  Kaori smashes Ryo 
flat after she sees the underwears Ryo took from Douglas.  Emily takes 
both Douglas and Dick back to America, and quits from CIA front line job 
to return to her original desk job shortly after.

In Cat's Eye Ryo is showing off the $1,000,000 check to Umibozu and Miki.  
CIA pays the fee to cover up the story of Dick the double agent.  
However, Saeko shows up and takes the check away from Ryo.  She needs the 
money to pay for the race track damages and to take care of many people 
so they won't be asking what really had happened.  Umibozu then takes the 
$10,000 down payment check from Ryo.  He needs the money to repair the 
damages done on the coffee house.  Ryo ends up begging Umibozu to leave 
him some money instead.
